Vision of the Sudanese Communist Party (SCP) Submitted to the Quintet Committee on the Political Process in Sudan
To: The Chair and Members of the Quintet Committee,
At the outset, our Party expresses its sincere appreciation for your keen interest in its role and in the importance of its participation in shaping the political process in our country. The Sudanese Communist Party further affirms its support for all efforts aimed at bringing an end to the devastating war that has afflicted our nation since April 15, 2023 – a war that has ravaged the country and displaced millions of our people. In this context, we present our vision along the following axes:
First: The Security Axis
1. The conflict in Sudan has precipitated the world’s worst humanitarian crisis and poses serious threats to regional peace and security.
2. There is no military solution to the ongoing conflict in Sudan. The current situation has generated – and continues to generate – unacceptable human suffering and grave risks to peace and stability.
3. There is an urgent need to halt all external interference in Sudanese affairs, particularly the supply of arms and military equipment to the parties to the conflict. International and regional mechanisms must be activated to prevent such interference.
4. An immediate cessation of hostilities must be enforced through a comprehensive ceasefire, accompanied by the establishment of an independent international monitoring mechanism to ensure compliance by all parties.
5. All parties to the conflict must be required to facilitate the unimpeded delivery of humanitarian assistance across all regions of Sudan and through all available routes.
6. The protection of civilians must be ensured in accordance with international humanitarian law, including a strict prohibition on aerial, ground, and indiscriminate attacks against civilian infrastructure.
7. Security arrangements must include the dissolution of the Rapid Support Forces, the armed movements’ forces, and all other militias, alongside the establishment of a unified, professional national army operating under the authority of a civilian government.
Second: The Political Axis
1. Affirmation of Sudan’s sovereignty, unity, and territorial integrity.
2. The future system of governance in Sudan must be determined exclusively by the Sudanese people through a comprehensive and transparent transitional process, in which neither of the current warring parties shall participate. The role of the Quad or Quintet Committee should be confined to providing support, facilitation, and guarantees for the implementation of agreed outcomes.
3. Participation in the political process should be strictly limited to the political and civilian forces that led the December 2019 Revolution, with the exclusion of the National Congress Party and its political affiliates from any arrangements leading to a civilian democratic transition.
4. Ending the war, addressing its root causes, and establishing a stable civilian democratic system can only be achieved by returning to the path of the December Revolution and fulfilling its declared objectives and aspirations.
5. Emphasis must be placed on accountability and the rejection of impunity, recognizing that justice and peace are inseparable. This requires accountability for the crimes committed during the dispersal of the General Command sit-in on June 2, 2019, as well as for war crimes perpetrated by both parties to the current conflict, and the killing of protesters before and after the coup of October 25, 2021. It also necessitates the handover of individuals wanted by the International Criminal Court.
6. The dismantling of the “Inqaz” regime in all its political, economic, and legal structures; the repeal of all administrative and legal measures enacted by de facto authorities in Port Sudan and Nyala during the war; and the reconstruction and reform of the civil service – both civilian and military – to ensure its national character and its capacity to effectively discharge its mandates.
7. The transitional period should span four to five years to enable the completion of its core tasks, including security and economic reform and the mitigation of the war’s consequences.
8. At the conclusion of the transitional period, a comprehensive national constitutional conference shall be convened, bringing together representatives of the Sudanese people through their political parties, civil society organizations, and community bodies, to deliberate and decide on the future system of governance, the structure of the state, the distribution of power and wealth among Sudan’s regions, and any other matters determined by the conference.
